    • FY 2010 LCDBG – Disaster Recovery – MIP - Town of Clayton, Louisiana – Drainage Improvements – This project consists of redesigning and modifying the water control gate within the bank of the levee. Rehabilitating the existing pumping system to prevent flooding and clearing and snagging approximately 1,200 feet of the paved ditch to prevent water from backing up during heavy rains - Total project amount $395,688.00.     • FY 2004 LCDBG - Town of Jonesville – Water Distribution System Improvements – Fire Protection – Improvements consisted of installing new 6” and 8” PVC water mains throughout the town and installing approximately 31 fire hydrant assemblies and other related work – Total project amount $573,190.     • FY 2005 LCDBG DN Town of Olla – Wastewater System Improvements – Improvements to the town’s infrastructure caused by a tornado. Improvements include installing new sewer service lines to the dwellings, repair manholes with new lids and other appurtenances necessary and replacement of sewer gravity mains that were leaking under the street – Total Project Amount $179,724.00.     • FY 2005 LCDBG - Town of Olla – Wastewater Treatment Facility Improvements – Improvements were needed to comply with LA DEQ effluent requirements. Improvements included a new treatment facility. Total Project Amount $790,200.00. (Contact: Olla Mayor Wanda Love, 318.495.5151)

    • FY 2004 LCDBG - Village of Sicily Island – Roadway Improvements – Improvements consisted of subgrade stabilization, base course construction and asphaltic concrete surface of 9 roadways within the village – Total Project Amount $490,700.00.     • FY 2010 LCDBG Disaster Recovery – MIP - Village of Sicily Island, Louisiana – Drainage Improvements - This project consist of redesigning and modifying the existing culverts and ditches to effectively drain the subdivision and prevent flooding of residences. The project also addresses the reconditioning of ditches throughout the subdivision and shaping and snagging of the main drainage ditch that flows south to the Tensas River. A hydraulic study will be completed to indicate what particular size culverts would be needed to handle this type of flood event. Total Project Amount $605,520.00.     • FY 2006 LCDBG - Town of Eros – Wastewater Treatment System Improvements – Improvements included repairs to the existing treatment system. Levees were stripped and rewired with a clay liner. A new chlorine contact chamber, new additional floating aerator, piping and fencing was installed.     • FY 2010 LCDBG - Town of Ferriday – Wastewater System Improvements – Pond Improvements - Improvements include the installation of internal levees or curtains to create a mutli-cell pond out of the single cell pond. Installation of aerators to complement the existing aerators to enhance aeration and mixing in the different cells. Levee sloughing will be repaired as necessary to rebuild the levee section back to original conditions or better – Total Project Amount $722,800.00.     • FY 2010 LCDBG – Disaster Recovery – Tensas Parish Police Jury – Flood Control Structure – Improvements include repairing and/or replacing the existing flood control structure located on Lake St. Joseph. CDBG Services


Bryant Hammett & Associates, LLC has been involved in the Louisiana Community Development Block Grant (LCDBG) program for more than 25 years. We have been the engineering design professionals for more than 60 infrastructure projects funded through the CDBG Public Facilities Program, the CDBG Demonstrated Needs Program and the CDBG Economic Development Program for a total dollar volume of approximately $30 million, which assisted 14 separate communities.

BH&A has significant experience in implementing and managing all phases of the CDBG Program projects from initial project application to closeout audit requirements, including preparation of bid documents, quarterly reports, Letters of Notice, financial reconciliations, codes of compliance, closeout documentation, etc., all in compliance with CDBG requirements. On CDBG projects, BH&A is responsible for monitoring the contractor’s construction activities, payroll, partial pay estimates and change orders. We are also responsible for monitoring the cash flow on individual CDBG projects to ensure that the costs incurred do not exceed the funds available and are in compliance with the original funded application and National Objectives.

Services 

The following summary of activities outlines proposed technical and administrative activities for proper execution of any CDBG project that we design:

• Preliminary Cost Estimates.

• Topographic Survey and Right-of-Way Survey as necessary for temporary and permanent construction easements. Assistance in right-of-way negotiations.

• Coordination with appropriate federal, state and local agencies having jurisdiction over the particular project.

• Preparation of any and all permits and environmental assessments that may be required for the project.

• Preparation of all engineering related documents for funding applications.

• Final design of project.

• Preparation and Supervision of construction bid process in conformance with applicable laws and regulations (i.e. prepare bid package, advertisement, tabulate bids, award contract, conduct bid opening, issue notice to proceed, etc.).

• Conduct Pre-Construction Conference with Owner, Contractor, Resident Project Representatives, etc.

• Field Staking, construction inspection, provision of testing materials and work and preparation of inspection reports.

• Review and processing of contractor's requests for payment and change orders. Approval of pay estimates and change orders by Owner and funding agency.

• Provision of certified reproducible “Record Drawings” at completion of project to Owner and appropriate State agency.

• Conduction of final inspections and testing.
