The Concordia Parish Sewerage Dist. No. 1 (CPSD1) is a special district of the Concordia Parish Police Jury. Formed in November 1976, the boundary of the CPSD1 encompasses approximately 22 square miles.
From the time of the inception of the CPSD1 until 1984, the communities of Delta Gardens, Belle Grove, and Concordia Park were the only subdivisions in the district with a wastewater collection system. The collection systems in these communities were constructed between 1973 and 1975, and were privately owned and operated. In 1984, Bryant Hammett & Associates assisted the Concordia Parish Police Jury in applying for a $633,000 grant from the Louisiana Community Development Block Grant (LCDBG) Program, which was funded. This grant included the purchase of the existing Delta Gardens Collection System. Included in the grant were the purchase of the facultative lagoon that served as the treatment facility for the Delta Gardens wastewater and the construction of a new wastewater collection system for the adjoining communities of Levee Heights and Bayou Drive. The grant also funded the necessary improvements to the existing Delta Gardens Facultative Lagoon to accommodate the additional wastewater.
In 1991, we assisted the Concordia Parish Police Jury in another LCDBG Program grant for $679,700, which was awarded to the Concordia Parish Police Jury to provide for wastewater collection for the community of Levens Addition, near the Town of Ferriday. By the beginning of 1993, the community of Levens Addition was served by PVC collection mains with three duplex submersible pump lift stations. The lift stations transport the wastewater from Levens Addition to the wastewater treatment facility serving the Town of Ferriday.
In 1992, we assisted the Concordia Parish Police Jury with another LCDBG program grant application for $656,815 for a wastewater collection system for the Doty Road community. This grant was funded in late 1993. Construction began on this project in June of 1994, and the project was completed a year later. The Doty Road collection system is composed of PVC collection mains with one duplex above ground centrifugal pump lift station. Presently, the lift station transports the Doty Road community wastewater to the Ferriday Wastewater Treatment Facility.
In 1996, we assisted the Concordia Parish Police Jury in another LCDBG program grant application that funded an $875,000 project to provide a minor upgrade to the existing wastewater treatment facility currently utilized by the Town of Ridgecrest. Also, included in this grant were the installation of a gravity flow wastewater collection system for the Crestview Subdivision adjacent to the Town of Ridgecrest and the re-routing of the Delta Gardens, Bayou Drive, and Levee Heights wastewater to the new wastewater treatment facility at Ridgecrest.
In conjunction with this grant, the CPSD1 assumed ownership and operation and maintenance responsibilities of the existing Ridgecrest Wastewater Treatment Facility.
The collection system in Crestview consists of PVC mains, pre-cast concrete manholes, and a duplex above ground centrifugal pump station.
In September 1999, we began assisting the CPSD1 with a USDA application for the installation of wastewater collection mains, force mains and lift stations. This project was broken down into two phases. Phase I of the USDA application, $5,182,000, was funded in 2002 and Phase II of the project, $5,818,000, was funded in 2003. Each wastewater collection contract was a standalone contract consisting of collection systems with lift stations pumping raw wastewater out of the contract area. Since 1984 we have assisted the Concordia Parish Sewer Dist. No. 1 with acquiring funding for six sewer projects to complete construction, adding approximately 1,600 new customers with a total cost of $14,000,000.00.
