Post-Disaster Experience


    • Jefferson Parish Katrina/Rita Hazard Mitigation Grant Program • As a subcontractor, BH&A Certified Floodplain Managers supply the Program Operations Management for the HMGP as a result of hurricanes Katrina and Rita. Our responsibility involves supervision and documentation for each home that is in the elevation or reconstruction grant. This includes development of the HMGP grant applications containing these properties and the management of the elevation or reconstruction projects once the grants were funded to include full audit functions on all funds spent on each site’s elevation or reconstruction. As the primary construction consultant, BH&A is providing the oversight and administration of 323 properties and $65,316,026 in the Katrina/Rita HMGP. 
    • Jefferson Parish Gustav/Ike Hazard Mitigation Grant Program • As a subcontractor, BH&A Certified Floodplain Managers supply the Program Operations Management for the HMGP as a result of hurricanes Gustav and Ike. Our responsibility involves supervision and documentation for each home that is in the elevation or reconstruction grant. This includes development of the HMGP grant applications containing these properties and the management of the elevation or reconstruction projects once the grants were funded to include full audit functions on all funds spent on each site’s elevation or reconstruction. As the primary construction consultant, BH&A is providing the oversight and administration of 48 properties and $7,709,704 in the Gustav/Ike HMGP. 
    • Louisiana Land Trust • BH&A staff is part of a team of firms contracted to manage the demolition of more than 11,000 properties in 27 parishes damaged by Hurricanes Katrina and Rita. Our team has been actively involved in this project since January 2009 and provides a wide range of services, including project management, site assessment, asbestos inspection, crew supervision and crew monitoring. BH&A provides the exclusive surveying services for this project, including but not limited to conduction of boundary surveys on properties unable to be otherwise identified, location of property lines and preparation of detailed plat descriptions. BH&A performed courthouse research and boundary surveys on more than 325 properties owned by the Road Home Corporation.  Our team also oversees the demolition of some of the structures that remain on these properties.  BH&A also completed fieldwork and elevation certificates on 100 of these properties.  Services are provided in the following parishes:  Orleans, Acadia, St. Bernard, Jefferson, Plaquemines, Tangipahoa, St. Tammany, Washington, St. Mary, Vermillion, Lafayette, Lafourche, Livingston, Calcasieu and Cameron. 
    • St. Bernard Parish/LLT • Through the existing professional services contract with LLT, BH&A is providing professional surveying services for more than 1,200 individual lots in St. Bernard Parish owned by LLT in preparation for public sale of the properties. These properties were not up to code prior to Hurricane Katrina in 2005, but are required to be brought up to code prior to sale by LLT. BH&A has been charged with the responsibility of combining contiguous lots to provide for code-compliant properties. 



Disaster Management Services


BH&A provides services in storm and disaster preparedness, emergency management, post‐event recovery and redevelopment with an emphasis on disaster recovery management and hazard mitigation. The firm is especially familiar with catastrophic flooding and the need to recover and mitigate severely damaged properties. 

BH&A has significant experience with the Hazard Mitigation Grant Program (HMGP), as well as with FEMA and GOHSEP.
