HMGP Experience


  • Following are some examples of BH&A's experience with HMGP:

    • State of Louisiana Hazard Mitigation Grant Program • Residential Construction Engineering Compliance and Monitoring Services Program • BH&A was recently awarded the construction monitoring program within the state’s HMGP. Our team is working with the State Program Director and is providing all necessary resources to perform services related to pre-construction activities, construction oversight, milestone inspections and other program management activities necessary for the state HMGP as it relates to mitigation of homes for elevation, reconstruction or the Individual Mitigation Measure (IMM).

    • Jefferson Parish Katrina/Rita Hazard Mitigation Grant Program • As a subcontractor, BH&A Certified Floodplain Managers supply the Program Operations Management for the HMGP as a result of hurricanes Katrina and Rita. Our responsibility involves supervision and documentation for each home that is in the elevation or reconstruction grant. This includes development of the HMGP grant applications containing these properties and the management of the elevation or reconstruction projects once the grants were funded to include full audit functions on all funds spent on each site’s elevation or reconstruction. As the primary construction consultant, BH&A is providing the oversight and administration of 323 properties and $65,316,026 in the Katrina/Rita HMGP.
    • Jefferson Parish Gustav/Ike Hazard Mitigation Grant Program • As a subcontractor, BH&A Certified Floodplain Managers supply the Program Operations Management for the HMGP as a result of hurricanes Gustav and Ike. Our responsibility involves supervision and documentation for each home that is in the elevation or reconstruction grant. This includes development of the HMGP grant applications containing these properties and the management of the elevation or reconstruction projects once the grants were funded to include full audit functions on all funds spent on each site’s elevation or reconstruction. As the primary construction consultant, BH&A is providing the oversight and administration of 48 properties and $7,709,704 in the Gustav/Ike HMGP.
    • Jefferson Parish Severe Repetitive Loss Program • BH&A is part of a joint‐venture team awarded this program. To date, we have performed public outreach and participated in preparing the grants. Part of this effort included verification of properties and collection of data through individual meetings. We have been working and coordinating with the Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP). As the primary construction consultant, BH&A is providing the oversight and administration of 383 properties and $60,666,748 in the Severe Repetitive Loss Grant Program.
    • Louisiana Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) Hazard Mitigation Grant: Drainage Improvements in Vernon Parish • These projects consist of drainage improvements to Hawks Road and Brushy Creek Road in Vernon Parish. BH&A’s responsibilities include design of drainage improvements, preparation of construction bid package and bidding services, conduction of pre-construction work conference, field staking, on-site construction supervision and inspection, review of contractor requests for payment, payroll monitoring, production of reproducible plan drawings and final inspection and testing.
    • City of Tallulah: Drainage Redirection/Hazard Mitigation Grant • This three-phase project is funded by the Hazard Mitigation Grant Program. BH&A’s services include a topographic survey of the project area, review of environmental regulations and requirements, preparation of necessary permit applications, a preliminary engineering report to include technical, economic and cost-benefit analysis of the project and final design of the drainage redirection.
    • Hazard Mitigation Plan Updates - Concordia, East Carroll and Tensas parishes - Louisiana Planning Pilot Grant Program (LPPGP), and Hazard Mitigation Grant Program – GOHSEP – DR-1603 • Under the Louisiana Planning Pilot Grant Program (LPPGP), BH&A provided hazard mitigation planning services resulting in updates to the Action Plans contained within the Parishes' existing Hazard Mitigation Plan. Duties included performing scoping reviews of potential projects including cost estimating and Benefit Cost Analysis for each project; identification and eligibility determinations of potentially uncaptured damages; oversight, preparation and packaging of documentation; and development and implementation of hazard mitigation proposals for review and approval by FEMA. BH&A helped develop hazard mitigation measures contained within a Project Scoping Summary Report for parish facilities and repetitive loss areas. The feasibility studies were approved by FEMA. Task 2 involved scoping all projects incorporated in the amendments, which included making site visits, identifying Hazard Mitigation measures and developing a cost-benefit analysis of each potential project to determine eligibility in the program. Following approval of Task 2, BH&A amended the Hazard Mitigation Plans (Task 3), which have subsequently been approved by FEMA.



HMGP Services


BH&A has significant experience with the Hazard Mitigation Grant Program (HMGP) and the Severe Repetitive Loss (SRL) Program. Over the years, our team has developed excellent working relationships with FEMA and the Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP). BH&A also has experience in disaster-related recovery programs.

Services 

Project management services provided by BH&A for HMGP and SRL projects include construction consulting for properties contained within elevation and reconstruction grants. This oversight continues throughout the grant process.

Both the HMGP and the SRL programs include the following activities:

Application

  • Gathering documentation required for applications
  • Completing Benefit/Cost analyses for individual properties
  • Assembling complete grant applications
  • Conducting Town Hall meetings
  • Making telephone calls and mailings to eligible homeowners
  • Photographing properties
  • Mapping properties

Pre-Construction

  • Anti-kickback orientation
  • Pre-construction site visit and square footage validation
  • Engineering review
  • Contract and cost estimate review
  • Project kickoff meeting and payment schedule review

Construction Oversight and Milestone Inspections

  • Weekly on-site monitoring
  • Create weekly construction status reports
  • Documentation of pre-determined construction milestones with photographs and reports
  • Troubleshooting construction items with homeowner, contractor, code enforcement, and a client representative when necessary
  • Conduction of project closeout and review of final documents (warranty, elevation certificates, permit letter, and final revised footprint sheet documenting extra work and as-built conditions)

Other Program Management Activities

  • Processing payment applications
  • Full tracking and auditing of program (weekly, bi-weekly, and monthly reporting)
  • Communicating with FEMA and GOHSEP
  • Fully managing documents related to Pilot Reconstructions to include both demolition and turnkey reconstruction

BH&A’s responsibilities for HMGP and SRL projects also includes close coordination with program stakeholders, including:
