BH&A has significant experience with the Hazard Mitigation Grant Program (HMGP) and the Severe Repetitive Loss (SRL) Program. Over the years, our team has developed excellent working relationships with FEMA and the Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP). BH&A also has experience in disaster-related recovery programs.
Services
Project management services provided by BH&A for HMGP and SRL projects include construction consulting for properties contained within elevation and reconstruction grants. This oversight continues throughout the grant process.
Both the HMGP and the SRL programs include the following activities:
Application
- Gathering documentation required for applications
- Completing Benefit/Cost analyses for individual properties
- Assembling complete grant applications
- Conducting Town Hall meetings
- Making telephone calls and mailings to eligible homeowners
- Photographing properties
- Mapping properties
Pre-Construction
- Anti-kickback orientation
- Pre-construction site visit and square footage validation
- Engineering review
- Contract and cost estimate review
- Project kickoff meeting and payment schedule review
Construction Oversight and Milestone Inspections
- Weekly on-site monitoring
- Create weekly construction status reports
- Documentation of pre-determined construction milestones with photographs and reports
- Troubleshooting construction items with homeowner, contractor, code enforcement, and a client representative when necessary
- Conduction of project closeout and review of final documents (warranty, elevation certificates, permit letter, and final revised footprint sheet documenting extra work and as-built conditions)
Other Program Management Activities
- Processing payment applications
- Full tracking and auditing of program (weekly, bi-weekly, and monthly reporting)
- Communicating with FEMA and GOHSEP
- Fully managing documents related to Pilot Reconstructions to include both demolition and turnkey reconstruction
BH&A’s responsibilities for HMGP and SRL projects also includes close coordination with program stakeholders, including:
• Local grant administrators
• Local code enforcement offices
• State historical preservation organizations
• GOHSEP
• FEMA
• Homeowners
• Contractors
• Any other federal, state or local agency with jurisdiction over the project
